Background：
　　Swedish Environmental Research Institute (IVL) and Tianjin Academy of Environmental Sciences (TAES) have completed two stages of cooperation projects financed by governments of the two countries in the area of environmental protection technology, and have made important achievements as a result of successful cooperation in the past ten years. The third stage of cooperation project in environmental technology has started from 2001.
　　In order to solidify our long-lasting cooperation and make it continue to step forward, TAES and IVL have established Sino-Swedish (Tianjin) Environmental Technology Development Center (SEC), supported by the two countries' governments and the municipal government of Tianjin City. Mr. Larsson Swedish Minister of Environment, Mr. Annerling Swedish Ambassador in Beijing, Mr. Xie Zhen-hua Administrator of Chinese State Environmental Protection Administration, and Mr. Li Sheng-lin Mayor of Tianjin attended the opening ceremony of SEC in September 1999.

Objectives：
　　Within the framework of Agenda 21st century, the center will apply environmental strategies to resources, processes, products and services in order to progressively reduce ecological impacts and resources intensity.
　　To transfer advanced and practical environmental technology from Sweden and other countries to China, promoting the development of Chinese environmental industry.
　　To increase the market share of environmental industry and trade in China and other countries.
　　To promote and carry out the technical co-operative projects of environmental protection for Sino-Swedish governmental and private sector

Organization：
　The center plays its function with the general manager ion charge guided by the council, which consists of selected Swedish and Chinese officials and entrepreneurs. To meet the need of global market, a joint venture company has registered with legal person qualification in Tianjin invested by TAES and IVL.
SEC welcomes specialists from the industry, science and technology and education sectors to co-work with us. All organizations and enterprises from other countries are also welcome to take SEC as their platform.
